Privoxy gives error 503 on Mandrake Linux

Hi,
I am using Privoxy on Mandrake Linux and connect to internet using a dial-up modem. When I configure the browser to use Privoxy it gives a 503 error.
I think it is because Privoxy cannot access the internet.
does anyone have an idea what should I do?

I solved it. The reason was that I had configured Privoxy to work with Tor and Tor was not running. When I run Tor there is no error message.
