    I know GIMP is a free tool, but thinking that any option to use licensed product in free OS.

    GIMP is probably the best plan. It has the ability of photoshop, and then some.

    Installing Adobe Photoshop on Linux

    Yes this can be done successfully with PlayOnLinux. However, you might find that you need an older version say version 7 and of course have the serial number. I doubt that you will be able to install CS2 or CS3 versions due to incompatibility. Nothing like trying! Older versions of Jasc Paint Shop Pro have been known to work OK say version 7 also.
