    www.phpwebhosting.com is what i use
    135MB webspace, more on request
    unlimited email accounts
    5GB transfer a month, breechable up to 10GB (they wont whine if you use more then 5GB as long as you stay under 10GB)

    I use phpwebhosting for stuff and I've had very few problems all of which were due to not having a wanted perl module (or something similar) and was fixed/added within 24hrs.
