define a user with less permission

How can define an user with password on RH9(text-base) so that this user can only read&write on specific folder and not more.
I want when this user got logined , his prompt be that folder.

When user is created in linux, root creates his home directory also.
After login each user is placed in the home directory.
User is allowed to work in his home directory only.
He can't save file anywhere else ,he can't make changes to other files.
