Yeah, I guess I don't understand what you mean by 2 levels. The best syntax highlighting I have seen has been with jEdit, because it allows for nested highlighting. For example you can get correct highlighting for Java within the scriplet tags on a JSP page but then also have correct HTML highlighting also on the same page. Is that kinda what you mean?
AFAIK GeSHi does this too (for example with PHP&HTML), http://qbnz.com/highlighter for anyone interested.
Yes, that's what I mean. If you have a script with an embedded bit in another language, it's nice for the editor to recognize the second (or third) language and highlight it as well.
I'll check out jEdit and GeSHi (though it seems to be more of a plugin for phpBB, etc. rather than an IDE or programmer's editor).

Hey does Screem still exist? It was another HTML coding environment a couple of years ago. I haven't heard of it since in any distro I have.
