Mailing List Software

I was asked to put together a mailing list system and was wondering if there is allready a good OSS system. They want to be able to send an email to everyone on the list and have the text automatically fill in to a html formated email. The list is only for out going (like an update list).

I thought about Majordomo but it is not what they are looking for. They want a one-way email (not discussions) using pretty HTML formated emails.
