I don't know of any ad-free, cost-free, php-enabled web hosts, I think you'll be hard-pressed to find that. What type of connection do you have, is it possible for you to run it on your own box?
I am currently looking for a new web host. My website isn't that big, and the most I'll ever want is 25mb. I need it to be a free service, with no ads (I'll put my own ads there for them), but I want it to have a PHP forum like this one. Does anyone know of any hosting sites like the one I am describing?

NOBODY reads my email
then who would want to anyway
If you search really, really hard, you'll find one or two. Google free php webhosting. If you have a broadband connection, you can self host using dyndns. I'm sorry, but I'm not in front of my own box right this minute, so I'm missing a couple of pieces of info. You run debian, right beez? If so, there's a package that automatically renews a dyndns name for you. I'll post more details for you when I get back to my desk.
