This is what I use and it always works fine for me.
cd /usr/X11R6/lib/X11/fonts
mkdir TrueType
Copy your Windows TT Fonts to newly created directory
cd TrueType
/usr/sbin/ttmkfdir >fonts.scale
/usr/X11R6/bin/mkfontdir
Next add the TrueType font path to /etc/X11/XF86Config-4
For Mandrake, it's very easy. Mandrake included a tool called drakfont. With this tool you can install TrueType fonts from a Windows partition, CD, ZIP disk, floppy, etc. Just direct drakfont to wherever the fonts are.
What version of Red Hat are you running? With 7.2, it's also very easy.
