the pentium 2 overclock how to I read was talking about changing the multiplyer, so I assumed I could change mine
If you actually READ something, you would know that the multiplier is locked on PII CPUs
The multipliers on most cpus are locked the only exception is AMD which is locked at the factory but can be unlocked using a conductive pen.

I used a pencil on my duron.... worked just fine !
On the new athlon XPs the pencil trick doesnt work any longer.

I now have my computer running steady at 450 mhz with 100 mhz fsb. I frequently check the cpu temperature and it stays at what it always did when it was at 300 ( 23 degrees). If a cpu doesn't overheat are there really many other short term risks to the cpu?
