how can i add multiple users, with same home directory.

Well in the gui tool, just change the home dir to whatever one you want. Make sure that the permissions are set to allow things based off of the group on the home dir's contents.

if do that from CLI for user1

chown -R user1:user1 /var/ftp/home

and do the same thing for user2

chown -R user2:user2 /var/ftp/home

will this mean that permission is no longer with user1?

Yes... what you want to do is create a group for both those users and give the directory group permissions for that folder, so something like...
chown -R :group /var/ftp/home
chmod -R g+rw /var/ftp/home

The second line will give the group read+write access to /var/ftp/home...

but do i need to change the home directory for each users in /etc/passwd file? or just once for the group? or i can't make home directory for group?

Yes, you do need to make the home directories the same in /etc/passwd.
