Bandwidth control

Hi,
I have a computer running Windows XP and working as a server. There are four other computers (running Windows XP) connected to internet through the first one (server). Now I want to limit the bandwidth for the client computers, so that each of them have a limited bandwidth, say 10 Kbps. Can anyone help?
