I don't know about Frenzy, but you can always put a .xinitrc file in the user's home directory with the line:
exec fluxbox
I am using Frenzy1.0, installed on the hard disk and based on FreeBSD6.1 so it should be quite the same.
Now I have root user on installation, it all works fine, I create newuser with adduser, the problem is when I startx when logged in with the newuser X comes as TWM Window Manager, but when I startx with root it comes the default Fluxbox which is the one I prefer. How can I make that ALL newusers added startx with the same as root, Fluxbox?
When I do adduser it does not ask me what Window manager I want.

Modify the skeleton files for changing systemwide defaults.
On FreeBSD, since I am not positive where the skels are stored, I would look in /etc/X11 and see what the layout is there. On Fedora/Red Hat, the files are configured by /etc/X11/xinit/xinitrc and /etc/X11/xinit/Xclients. Refer to those files for a good start.
