Web searches provide no results for that configuration file name for Linux.
It seems to be related to Solaris / HPUX / UNIX. This link titled "HPUX Supplement for Micah Altman's Unix Handouts" has this:
Nettune - Change network parameters (like "systune" on svr4 systems, for network variables).
The interesting thing about that web search I did was that Google found nothing and Yahoo found a long list of references.
Is google losing it's touch?
If you piss google off they will ban you, so that is one way to not show up in the google listings. The other is to tell the google crawl bot to not index. Sounds stupid, but can save alot in bandwith if your upload is somewhat limited.
Actually, Yahoo! has 400+ pages of results and they all point to different websites and types of content.
Nothing for Google, Microsoft, Teoma/Ask/Lycos or Gigablast.
