DESPERATE PROBLEM

dear everyone,
i play counterstrike online using steam, i just got a new computer and for some reason only my administrator can login to steam.
IS THEIR A WAY I CAN CHANGE ADMIN POWERS ON ADMINS ACOUNT SO I WILL BE ABLE TO DO MSOME THINGS AS A LIMITED USER???

What was the OS before and what is it now?

I'd imagine the old OS was windows 95,98, 2000 or ME and the new one is some version of XP.

Likely, XP has more security over local users. Some programs require admin permissions but many have some sort of a patch available from the publisher.
