A Windows XP Upgrade version costs much, much less that a full version. An Upgrade can perform a clean install just as a full version will providing you have a qualifying product to feed it when asked at the beginning of installation. If you can, it's always a good idea to get the standalone version, not an upgrade.
Reformat > Install OS > Upgrade SP2
