I have a RHEL AS 4 system that I recently installed. I am able to startx as root but not as a general user. This is the error I get.
[nmrunud@server /]$ startx
Fatal server error:
PAM authentication failed, cannot start X server.
Perhaps you do not have console ownership?

at http://wiki.X.Org
for help.

xinit: Connection refused (errno 111): unable to connect to X server
xinit: No such process (errno 3): Server error.
Couldnt get a file descriptor referring to the console

I have looked at Xorg.log but I did not see any obvious errors.

Thanks, but that directory doesn't even exist on RHEL 4.
as root you could try
xauth -b
xhost +localhost
Out of curiousity, is your filesystem full? This can do it. There is reserved space for root, so that root can always login. Users would not have that luxury.
Had exactly that a few days ago.. I was banging my head why my Debian box was not allowing me to log on and I thought it was Xorg that went bang.
