For external images, it's simply a matter of providing the URL to the image.

No, not external image links.
Currently what wiki will do is written pages in texts only. Sometimes, it's hard to express something but easier to show with screenshots (an image is worth a thousand words?). That's what I was wondering.
But then again I don't think Peter is willing to host graphic files since he is most worried about overloading link and those dial up users who uses slower links. Oh well, I guess those can be hosted elsewhere and point a link from WiKi.
Wiki can do the locally hosted image too, but as you said, it takes disk space and bandwidth for slower connections.
I'd consider it. Images can be an essential part of a tutorial.
Mediawiki images are stored as part of the file system, not in the DB. So there shouldn't be a significant performance hit on the co-hosted forum DB.
What image size do you think would be a good maximum? 100K for a 256 color GIF screen shot?
