I don't know how you would re-allocate, but I'm sure the reason why it ran out of space is because most programs d/l to a temp file before creating the real file. So more then likely it was actually d/ling into /tmp untill it got the whole file.
I have 23.9 gb free in "/home" but only 250mb in "/". How can I reallocate some of that...I was unable to download something, it told me I did not have enough space. Thanks.
...after some googling, I see I probably should just move some stuff to home...but I am not sure what I should move. Also, I was downloading to /home/mugs/Desktop. Why would the space on "/" be used?

well, if you make a symbolic like from your tmp, to /home/tmp it will work, this is how i sorted out my gentoo portage problem.
