I gotta say the Red Fedora on this one. Even though I don't develop much with it, it really compiles like a SOB, since it's loaded with devel packages, and ton of optimization code.
What is your favorite embedded distro and why? I've been trying to decide which one I'd like to understand more fully (IE: be able to develop apps with optimizations) and play more with.

You could build your own using Debian (Not that I like Debian or anything):

I assume you mean Red Hat Embedded? Do they have an open download for it?
