How to get Debian to pull Apt Packages from Home FTP

I have Debian Woody. I do not have an internet connection but i want the speed and flexibility of usimg the network for install. Can i combine the Debian distribution CDs and put them on a host FTP computer to act as an archive server? Do i just copy CDs to a FTP folder and then direct Linux to pull packages from there? What is the basic how to? I would really like to set this up. I can edit files or whatever needs to be done. I likely will be using Win2000 as the first FTP server (until i get some linux boxes up with samba). I hope there is no special issues.

    Thanks much
