That because Windows think it knows better than you and wont' give you any option. Even if you have non-PnP monitor, it will just let you take default value. On the other hand, Linux thinks you knows better and let you choose it. Like we said, you can always choose Generic value but it always leave YOU in control.
Plus, monitor MFGs will furnish their monitor specs to Microsoft and it will update their database value. But many monitors I have, I had to run MFGs' INF file to get the right value.
