Did you register the dll?
I forget the actual syntax, but there is a cli command that registers dlls, vbx, ocx, and a few other formats to windows. it may need to be reregistered.
\windows\system32\regsvr32.exe on WinXP SP2. It is there for 95, 98, me, and nt systems as well (I know for a fact).
Try using that.
