Actually; Garage Band is part of the iLife software suite. You'd have to buy a new Mac system to get it bundled, else just buy iLife. There are web sites out there that have free and not free instruments, and samples for GB also.
But yeah... It would be a feather in Linux's cap to have an application like that. Not unlike The Gimp, or Open Office.
