I have a couple of O'Reilly books. They are pretty cool. but my perl knowledge comes from CPAN/Internet. So you might wanna just go around browsing for starting tutorials and based on what you wanna do. As for books, my vote is for O'Reilly. Sams, i heard, is really good too.

You're kidding, right? If you're serious about learning any programming language, stay away from "sams teach yourself foo in hh hours/days.
Get yourself a real book.

I think that is a bit of prejudice, don't you think? I had a Teach yourself perl in 21 days book, which was quite awesome. I might agree if you said some of their books are not too helpful but saying those are not real books is not really fair.
O'Reilly, hhmmm......
I guess you haven't read "Bewoelf" book from them yet ... it's not even worth the paper it was printed on. I have bought a lot of their book (and others) and haven't disappointed except that book.
To original poster;
Remember, it's not the book it will make you a good programmer. It's yourself. Pick up a book and start learning things and you will get a hang of it soon. Also, there are some people who are not meant to be programmers ( like myself). ;D
The only thing that makes a good programmer is experience. You have to get experience doing whatever type of programming it is you're interested in (and there are very different types. The considerations you must take into effect when writing embedded C are entirely different than those of writing Perl).

And obsession. You have to LOVE your code.
For C++, I recommend C++ Primer Plus by Stephen Prata. It is very thorough and helpful.
