Best bet it to use the tool that KDE reccomends to download and build the system (Konstruct). It works, I have done it. Liek you I like to have the latest STABLE wm/de so, I feel your pain. I have used it on OpenBSD, FreeBSD, and a couple linuxes.
I got the source tar.bz2 for my KDE 3.2 since my system right now has only KDE 2.2 So I did make install for all my packages and I have no idea how to start the KDE 3.2 up! How do I do it? I followed the instructions here: http://www.kde.org/documentation/faq/install.html

Thanks Slavecopy but I don't have Internet Connection on my Linux box but I have all the packages on the CD. So will it still work?
Short answer, yes. Long answer, below:
Yeahhhh, but not as smooth as you would prefer.
At best you probably need to hack the config script to do a local download (not from the net). Or at worst, you need to hack the file to have the proper filenames.
May I ask why your linux box is sitting in loneliness
