cant remember command

i could swear there was a command to tell your computer to look at what libraries it has so that things will recognize the libraries you just installed...
am i crazy?

having problems getting programs to recognize libraries i've installed... in particular libgcrypt.so.7 the file is in place @ /usr/local/lib but the `configure' util doesn't see it. i'ma goin nutz today.
