What is a "website submission" program? Do you want to transfer files to a remote server? If so, you can use FTP.

Or a web form, for submitting data? Those are platform independent and require knowledge of html and possibly a scripting language.

Sorry, what I meant was a program that submits a completed website to various search engines like Google and Yahoo for example.
